SB 1.3.20, Translation and Purport: In the sixteenth incarnation of the Godhead, the Lord [as Bhṛgupati] annihilated the administrative class [kṣatriyas] twenty-one times, being angry with them because of their rebellion against the brāhmaṇas [the intelligent class].

The kṣatriyas, or the administrative class of men, are expected to rule the planet by the direction of the intelligent class of men, who give direction to the rulers in terms of the standard śāstras, or the books of revealed knowledge. The rulers carry on the administration according to that direction. Whenever there is disobedience on the part of the kṣatriyas, or the administrative class, against the orders of the learned and intelligent brāhmaṇas, the administrators are removed by force from the posts, and arrangement is made for better administration.
For example, Lord Paraśurāma and Lord Nṛsiṁha displayed unusual opulence by killing the disobedient kṣatriyas twenty-one times and killing the greatly powerful atheist Hiraṇyakaśipu. Hiraṇyakaśipu was so powerful that even the demigods in other planets would tremble simply by the unfavorable raising of his eyebrow.
Lord Paraśurāma, the incarnation of the Personality of Godhead, appeared in such a state of worldly affairs and killed all the miscreant kings twenty-one times. Many kṣatriya kings fled from India to other parts of the world at that time, and according to the authority of the Mahābhārata, the kings of Egypt originally migrated from India because of Paraśurāma's program of chastisement. The kings or administrators are similarly chastised in all circumstances whenever they become godless and plan a godless civilization. That is the order of the Almighty.
When a king named Kārtavīryārjuna stole Jamadagni's desire cow, Paraśurāma, who is ascertained by learned experts to be a saktyāveśa incarnation of the Supreme Personality of Godhead, killed Kārtavīryārjuna. Later, he annihilated the kṣatriya dynasty twenty-one times. After Paraśurāma killed Kārtavīryārjuna, Jamadagni told him that killing a king is sinful and that as a brāhmaṇa he should have tolerated the offense. Therefore Jamadagni advised Paraśurāma to atone for his sin by traveling to various holy places.
One may possess unusual opulence in this material world, but if one becomes puffed up and acts whimsically he will be punished by the Supreme Personality of Godhead. This is the lesson to learn from this history, in which Paraśurāma became angry at Kārtavīryārjuna and killed him and rid the entire world of kṣatriyas twenty-one times.
SB 9.16 Summary: When Jamadagni was killed by the sons of Kārtavīryārjuna, as described in this chapter, Paraśurāma rid the entire world of kṣatriyas twenty-one times. The sons of Kārtavīryārjuna, however, remembering the death of their father, wanted to take revenge against Lord Paraśurāma, and therefore when Paraśurāma was absent from the āśrama, they killed Jamadagni, who was meditating on the Supreme Personality of Godhead. When Paraśurāma returned to the āśrama and saw his father killed, he was very sorry, and after asking his brothers to take care of the dead body, he went out with determination to kill all the kṣatriyas on the surface of the world. Taking up his axe, he went to Māhiṣmatī-pura, the capital of Kārtavīryārjuna, and killed all of Kārtavīryārjuna's sons, whose blood became a great river. Paraśurāma, however, was not satisfied with killing only the sons of Kārtavīryārjuna; later, when the kṣatriyas became disturbing, he killed them twenty-one times, so that there were no kṣatriyas on the surface of the earth.
SB 9.16.18-19, Translation and Purport: With the blood of the bodies of these sons, Lord Paraśurāma created a ghastly river, which brought great fear to the kings who had no respect for brahminical culture. Because the kṣatriyas, the men of power in government, were performing sinful activities, Lord Paraśurāma, on the plea of retaliating for the murder of his father, rid all the kṣatriyas from the face of the earth twenty-one times. Indeed, in the place known as Samanta-pañcaka he created nine lakes filled with their blood.

Paraśurāma is the Supreme Personality of Godhead, and his eternal mission is paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām [Bg. 4.8]—to protect the devotees and annihilate the miscreants. To kill all the sinful men is one among the tasks of the incarnation of Godhead. Lord Paraśurāma killed all the kṣatriyas twenty-one times consecutively because they were disobedient to the brahminical culture. That the kṣatriyas had killed his father was only a plea; the real fact is that because the kṣatriyas, the ruling class, had become polluted, their position was inauspicious.
When Lord Paraśurāma killed all the kṣatriyas, their accumulated blood flowed like a stream. Lord Paraśurāma dug five big lakes at Samanta-pañcaka and filled them with this blood. Lord Paraśurāma is viṣṇu-tattva. As stated in the Īśopaniṣad, viṣṇu-tattva cannot be contaminated by any sinful activity. Yet although Lord Paraśurāma is fully powerful and uncontaminated, in order to exhibit ideal character He performed great sacrifices at Samanta-pañcaka to atone for His so-called sinful killing of the kṣatriyas. By His example, Lord Paraśurāma established that the killing art, although sometimes necessary, is not good. Lord Paraśurāma considered Himself culpable for the sinful killing of the kṣatriyas; therefore, how much more culpable are we for such abominable unsanctioned acts. Thus, from time immemorial the killing of living entities is prohibited all over the world.
Then we can dictate to administrators or sometimes take hold of the administration. In the absence of competent leaders we may take the post. But we must be very careful in the flow of the political movement we may not forget our ideal life. For example, Parasaram was a Brahmin but when he found the ksatriyas were mismanaging he killed them twenty-one times and some of them fled to European countries. This is the history. So far we are concerned we shall keep ourselves in ideal brahminical position and if need be if no ksatriya or Vaisya is here we can take up their work as emergency. Our business is to create ideal ksatriyas and vaisyas but beyond that our real business is to keep ourselves as ideal Brahmins. If we are not ideal we cannot create others as ideal.

That is the real process of receiving Bhāgavatam. One should hear with rapt attention from the real person, and then he can at once realize the presence of Lord Kṛṣṇa in every page. The secret of knowing Bhāgavatam is mentioned here. No one can give rapt attention who is not pure in mind. No one can be pure in mind who is not pure in action. No one can be pure in action who is not pure in eating, sleeping, fearing and mating. But somehow or other if someone hears with rapt attention from the right person, at the very beginning one can assuredly see Lord Śrī Kṛṣṇa in person in the pages of Bhāgavatam.
Although the body is still there, a dead man's relatives lament that the person has gone away, for a common man sees the body but cannot see the soul. As described in Bhagavad-gītā, dehino 'smin yathā dehe: [Bg. 2.13] the soul, the proprietor of the body, is within. After death, when the breath within the nostrils has stopped, one can understand that the person within the body, who was hearing and replying, has now gone. Therefore, in effect, the common man concludes that actually the spirit soul was different from the body and has now gone away. Thus even a common man, coming to his senses, can know that the real person who was within the body and was hearing and replying was never seen.
No. He came to establish real religion. Real religion means we have to submit, surrender to the real person. That is real religion. We are surrendering. Everyone has got some idea. He has surrendered there. Either political, social, economical, religious, anything. Everyone has got some idea. And the leader of that ideal is also there. So our business is to surrender. Prabhupāda: The real understanding should be that if in the real person all these features are not present, how they can be reflected in the photograph? The Māyāvādī says, brahma satyaṁ jagan mithyā. Brahman, the Absolute Truth, is real truth, and this world is mithyā. Then mithyā means it is a reflection or shadow. Mithyā does not mean that it has no existence. The shadow is also existence. Therefore Vaiṣṇava philosophers say that mithyā means temporary. Now you have got this body. This is temporary. That's the real understanding. And if I say it is mithyā, then if I kill you, then why I am punished? I can say, "Oh, it is mithyā, it is false. So what is their fault?" No. It is not mithyā. It is temporary. Not mithyā. Mithyā how can it be? Because it is reflection of the reality, therefore it cannot be mithyā. Then the reality becomes mithyā. Mithyā means not fact. The real explanation is that this is shadow. Shadow, but the reality is in the spiritual world, and that is indicated in the Vedānta-sūtra, janmādy asya yataḥ [SB 1.1.1]. The fountainhead of all emanation. That is Absolute Truth.
So we have to approach the real person who has seen. Then you'll get the right goal of life.
Prabhupāda: Guru Maharaja, Dr. Mishra, and this and that, they'll go. They'll not go to the real person. The real person is strict. Suppose somebody comes here, if he comes to me. I shall immediately order, "You have to do this." But these rascals, they do not say that. They (say), "You pay me, and you become perfect." That is their proposal. So your money is very cheap. They pay and flock together. That is going on. That is called sumanda-mataya, misled. Manda, by nature they are rascals, and if they take some path, that is sumanda-mataya, again rascaldom. Why? Manda-bhāgyā, unfortunate, disturbed. They cannot find out. Therefore real guru has to canvass. This is the position. Shortage, alpāyus, they are not going to live for many years, and most of them are unfortunate rascals, and if they are eager to accept a guru, they accept a false guru, and they are materially disturbed. This is the position of the people of this age. So against so many disturbances and counter-facts, we have to preach.
Prabhupāda: That is not our life, to become an impostor. It must be real person. By training, yaḥ śāstra-vidhiṁ siddhiḥ, by training under the teaching of a bona fide spiritual master, the śāstra, and then you'll automatically, the more you become a sincere, I mean to say, servitor of the spiritual master, the more you become qualified to become a teacher in the future. Otherwise where is your qualification? You may cheat others that you are teacher, but you are not actually teacher. You have no lesson, no education. A cheating is another thing. But practically to become a teacher... Just like in a school, teacher... A teacher is appointed. When the certificate is there that he has passed M.A. examination, and he has undergone the training, B.T., Bachelor training, then he's appointed: "Yes, you can be a teacher." And then a bogus man, he can be... He cannot be accepted as teacher. So that is going on. A bogus man, they're becoming teachers. Therefore the world condition is so degraded. A cheater is taking the place of teacher. Just like a bird is within the cage, the cage is being washed very nicely and no food to the bird. Therefore the bird is in disturbed condition, and he's crying, "Khan, khan, khan, khan." This is going on. They're giving stress on the cage, not the bird within the cage. Prabhupāda: [break] This is basis of Gītā. Tad viddhi praṇipātena paripraśnena sevayā [Bg. 4.34]. Learn from the real person, tattva-darśinaḥ, who has seen, who has actual experience of the truth. Learn from him. The Gītā never recommends that you imagine and make your theories. Never said. That is the Vedic culture. Tad-vijñānārthaṁ sa gurum evābhigacchet [MU 1.2.12]. Tasmād guruṁ prapadyeta jijñāsur śreya uttamam [SB 11.3.21]. This is the way. Take lesson from Kṛṣṇa or Kṛṣṇa's representative. Then you will get experience. This is Kṛṣṇa consciousness. What is the use of imagining?
Prabhupāda: No, why deny the body? Just like you are putting some type of dress. So dress is not unimportant. But real importance is you, the person. So where is that education about the real person? They are simply engrossed with the dress. This is going on. Such kind of mentality is there even within the cats and dogs. He's also thinking "I am this body." If a human being does not understand this fact, that he is not this body, he is changing his body, but he is spirit soul, then he is no better than the cats and dogs. We do not want to keep the human society in the category of cats and dogs. We want to raise them to the real understanding of his identification. That is our mission. He could not, however, avoid the social misconception that one becomes a Muslim when water is sprinkled on one’s face from a Muslim’s pitcher. Actually he was planning to give up his material life and leave his family. Hindu culture recommends four divisions—brahmacarya, gṛhastha, vānaprastha and sannyāsa. Subuddhi Rāya was thinking of taking sannyāsa, and by the grace of Kṛṣṇa, he received this opportunity. He therefore left his family and went to Vārāṇasī. The system of varṇāśrama-dharma is very scientific. If one is directed by the varṇāśrama institution, he will naturally think of retiring from family life at the end of his life. Therefore sannyāsa is compulsory at the age of fifty.
Prabhupāda: Sanātana Gosvāmī, he was the prime minister of Nawab Hussain Shah, the then governor of Bengal, Pathan government. So when Sanātana Gosvāmī met Lord Caitanya, he decided to resign the government responsible post and take to this preaching of Kṛṣṇa consciousness. The Nawab, his most confidential representative was Hussain Shah. He was known as Sākara Mallika. Formerly the brāhmaṇa community was very strict. Because Sanātana Gosvāmī, although he was born in a Sarasvata brāhmaṇa family, he accepted the service of a Muhammadan king, he was rejected from the brāhmaṇa society, so practically he became Muhammadan. His name was Sākara Mallika, name was also changed. But this Sākara Mallika later on decided that he would propagate the Kṛṣṇa consciousness movement started by Lord Caitanya. So when he wanted to resign, the Nawab was very much sorry, because he was right-hand man. He frankly said that "I am engaged with sporting and so many other proclivities, and you are my only representative to rule over the country. If you resign, then I shall be in great danger. I cannot accept your resignation." Then he said, "Your majesty, I am sorry. I cannot proceed any more. I shall retire from the service." Then Nawab said that "Then I shall punish you. I shall immediately arrest you. I cannot let you go." The answer of Sanātana Gosvāmī was that "You are king, representative of Nārāyaṇa, so whatever punishment you give, I shall accept." So that was the Hindu culture, that in spite of being punished by the king, he accepts the king as the representative of Nārāyaṇa. Prabhupāda: Later on it became political, because as soon as the spiritual power, culture become diminished, the whole thing became material. So people wanted material advantage, so separated from Vedic culture. Just like Buddhists. Buddhism was a Hindu culture. But Lord Buddha wanted to stop animal sacrifice. In the Vedas, animal sacrifice is recommended under certain conditions. He even denied that, "No that also cannot be done." So therefore they are separate from Vedic culture. Nobody wants to know to which family he belongs to. If he sees that he is a medical practitioner, he has passed the MD examination and that he is practicing then people accept him as doctor, medical man. Nobody asks him, "Are you a brāhmaṇa, then I make my treatment with you?" Nobody asks that. So, this is śāstric injunction. Devotee (1): Yesterday, Śrīla Prabhupāda, four or five people stopped me while I was in a bus during the day, and they would stop me and look at me with tilaka and etcetera, and say, "Why have you given up your Western life and taken to this life?" (Prabhupāda laughs) They were amazed. And then I had a Bhāgavatam, and I'd show them your picture, and I'd show them the Bhāgavatam and say, "Paraṁ dṛṣṭvā nivartate [Bg. 9.59], a higher taste." And then they would appreciate. They would.... They were so impressed by your Bhāgavatam. They looked at your picture, and they'd go, "Yes, yes, you are right."

Prabhupāda: Yes, in my Preface I have written that: "What is the necessity of the human society?" This is this Kṛṣṇa consciousness. It is required. It is a mistake to understand that we are trying to push on Hindu culture. Where is the Hindu culture? To become a gentleman is Hindu culture? It is for everyone.
Puṣṭa Kṛṣṇa: Question number four. Even a well read, widely traveled, and enlightened editor like the late Śrī Frank Moraes... I think that's how you... M-o-r-a-e-s. (laughter)

Prabhupāda: Who is he?

Puṣṭa Kṛṣṇa: I don't know. He's late though.

Dhṛṣṭadyumna: He has died, Śrīla Prabhupāda.

Puṣṭa Kṛṣṇa: He's dead. He was enlightened. "...equated Hindu ethos with castism." He equated that Hindu culture, or Hindu ethos, and castism is one and the same. "Will the fundamental values of Hinduism be in any way affected by the eradication of castism, towards which a concerted effort is now being made at all levels?"

Prabhupāda: But it cannot be done. This is another foolishness. Because Kṛṣṇa says, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ [Bg. 4.13]. But the difficulty is the caste system is coming on account of false notion that a brāhmaṇa is the son of a brāhmaṇa. That is caste system. But Kṛṣṇa does not say. He says, "By quality and work." He never says, "By birth." So this so-called castism in India that is a false notion of cātur-varṇyaṁ. Real cātur-varṇyaṁ means guṇa-karma-vibhāgaśaḥ. One must be qualified. And how one is qualified? That is also described. Satya śamo damo titikṣva ārjava jñānaṁ vijñānam āstikyam. So there must be education. It is not that to abolish the caste system which is contaminated by false conception, or birth right conception. This wrong caste system should be abolished and training centers should be opened how to train a person to become brāhmaṇa or to become kṣatriya.
Prabhupāda: Not even you cannot see black, any black spots. Then it is clean. Otherwise not clean. If there's a single black spot, it is not clean. You can see from this poor class of men, how their utensils are cleansed. Before taking water the jug, the waterpot... You'll like to drink water. In our school days there were sweeper, they were a different quarter. So you like to sit down. So clean. The sweeper, cleansing the toilet, bangi. But when you come to his house, living quarter, oh, it is so clean. The bed, the room, the utensils. And they also will take twice, thrice bath, then they will eat. That is a Hindu culture. The mothers were headed by Devakī [His real mother].

It appears that Vasudeva, the father of Lord Kṛṣṇa, had completely separate residential quarters where he lived with his eighteen wives, out of whom Śrīmatī Devakī is the real mother of Lord Kṛṣṇa. But in spite of this, all other stepmothers were equally affectionate to Him, as will be evident from the following verse. Lord Kṛṣṇa also did not distinguish His real mother from His stepmothers, and He equally offered His obeisances unto all the wives of Vasudeva present on the occasion. According to scriptures also, there are seven mothers: (1) the real mother, (2) the wife of the spiritual master, (3) the wife of a brāhmaṇa, (4) the wife of the king, (5) the cow, (6) the nurse, and (7) the earth. All of them are mothers. Even by this injunction of the śāstras, the stepmother, who is the wife of the father, is also as good as the mother because the father is also one of the spiritual masters. Lord Kṛṣṇa, the Lord of the universe, plays the part of an ideal son just to teach others how to treat their stepmothers.
The little boy felt insulted by this act of his stepmother. Nor did his father make any protest, for he was too attached to his second wife. After this incident, Prince Dhruva went to his own mother and complained. His real mother also could not take any step against this insulting behavior, and so she wept. The boy inquired from his mother how he could sit on the royal throne of his father, and the poor queen replied that only the Lord could help him. The boy inquired where the Lord could be seen, and the queen replied that it is said that the Lord is sometimes seen by great sages in the dense forest. Because Pūtanā came to take Kṛṣṇa on her lap and offer her breast milk to be sucked by Him, she was accepted by Kṛṣṇa as one of His mothers. That is considered to be another reason He closed His eyes: He had to kill a nurse or mother. But His killing of His mother or nurse was no different from His love for His real mother or His foster mother, Yaśodā. We further understand from Vedic information that Pūtanā was also treated as a mother and given the same facility as Yaśodā. As Yaśodā was given liberation from the material world, Pūtanā was also given liberation.
