<span class="link">[[Vanisource:SB 5.5.20|SB 5.5.20, Purport]]: </span><div style="display: inline;" class="purport text"><p style="display: inline;">To protect dharma (paritrāṇāya sādhūnām ([[Vanisource:BG 4.8|BG 4.8]])), the Lord always wants the ruler of the earth to be a devotee. Then everything goes on nicely for the benefit of everyone. As soon as a demon rules the earth, everything becomes chaotic. At the present moment, the world is inclined toward the democratic process, but the people in general are all contaminated by the modes of passion and ignorance. Consequently they cannot select the right person to head the government. The president is selected by the votes of ignorant śūdras; therefore another śūdra is elected, and immediately the entire government becomes polluted. If people strictly followed the principles of Bhagavad-gītā, they would elect a person who is the Lord's devotee. Then automatically there would be good government. Ṛṣabhadeva therefore recommended Bharata Mahārāja as the emperor of this planet. Serving a devotee means serving the Supreme Lord, for a devotee always represents the Lord. When a devotee is in charge, the government is always congenial and beneficial for everyone.</p>

<span class="link">[[Vanisource:SB 7.2.11|SB 7.2.11, Purport]]: </span><div style="display: inline;" class="purport text"><p style="display: inline;">From this verse we get a clear indication of how human society is disturbed when the Vedic Āryan civilization is killed and the Vedic ritualistic ceremonies performed by the brāhmaṇas are stopped. Kalau śūdra-sambhavaḥ: because the population of the modern world consists mostly of śūdras, the brahminical culture is now lost and is extremely difficult to reestablish in a proper way. Therefore Lord Caitanya has recommended the chanting of the holy name of the Lord, which will revive brahminical culture very easily.</p>

Because of the poisonous effects of Kali-yuga, the śāstra ([[Vanisource:SB 12.2.13|SB 12.2.13]]) says, dasyu-prāyeṣu rājasu: the government will adopt the policies of dasyus, or plunderers. Thus there will be no instructions from the brāhmaṇas, and even if there are brahminical instructions, there will be no kṣatriya rulers who can follow them.</p>

Saṁskāra-varjita means śūdra. In this age nobody observes the saṁskāras. Therefore in the śāstra it is said, kalau śūdra-sambhavaḥ. In the Kali-yuga almost every person is a śūdra. Therefore there is so much chaos. The government is managed by the śūdras or less than śūdras, mleccha. Mleccha-rājendra-rūpiṇaḥ. Mlecchas have taken the post of government. It is meant for the kṣatriyas, means qualified kṣatriya, very brave, very powerful, very charitable, not going away when there is fight. That is kṣatriya's position. Brāhmaṇa means satyaṁ śamo damas titikṣā. So people should be trained up as brāhmaṇa, as kṣatriya, as vaiśya. Kṛṣi-go-rakṣya-vāṇijyaṁ vaiśya-karma svabhāva-jam ([[Vanisource:BG 18.44|BG 18.44]]). The vaiśya's duty is to produce food grains, agriculture, and give protection to the cows, and if you have got surplus foodstuff, you can make trade where there is shortage.</p>
<p>So actually this statement of the śāstras, that kalau śūdra-sambhavaḥ, hardly there is brāhmaṇa or kṣatriya or vaiśya because nobody is doing their duty. Instead of producing food grains, vaiśyas are engaged in running on big, big factories. So factory cannot produce food grains. Therefore there is food shortage or people are not getting ample foodstuff, they are starving, and there must be agitation. There is no brāhmaṇa's guidance, there is no kṣatriya kings, and śūdras are also not executing their duty. Then what will be the result? This is the result. This is the result.</p>

Some classes of men must be trained as nice brāhmaṇas. Some people must be trained as nice kṣatriyas. Some people must be trained as nice vaiśyas. And śūdra does not require any... Everyone is śūdra. Janmanā jāyate śūdraḥ. By birth, everyone is śūdra. Saṁskārād bhaved dvijaḥ. By training, one becomes vaiśya, one becomes kṣatriya, one becomes brāhmaṇa. Where is that training? All śūdras. And how can you expect good government, śūdra government? All the śūdras are taking vote by hook and crook. And they are occupying government post. Therefore their only business is..., Kali, in this age especially, mlecchā rājanya-rūpiṇaḥ, eating and drinking, eating flesh, drinking wine. Mlecchas, yavanas, they are accepting government post. What good government you can expect? Forget, forget good government for millions of years, unless you establish this varṇāśrama-dharma. There is no question of good government. There must be first-class kṣatriya who can take charge of the government. Just like Parīkṣit Mahārāja. He was on his tour, and as soon as he saw that one black man was trying to kill a cow, immediately he took his sword: "Who are you, rascal, here?" That is kṣatriya. That is vaiśya, who can give protection to the cows. Kṛṣi-go-rakṣya-vāṇijyaṁ vaiśya-karma svabhāva-jam ([[Vanisource:BG 18.44|BG 18.44]]). Everything is there clearly. Where is the culture?</p>

There is competition, dissatisfaction, fight. So many things, sinful activities. The whole society is polluted. Actually, the whole human society is now conducted by the śūdras. <p>Brahmānanda: Kṣatriyas should run the government?</p>
<p>Prabhupāda: Oh, yes.</p>
<p>Brahmānanda: And the brāhmaṇas should give advice.</p>
<p>Prabhupāda: Yes. That is Vedic system. The brāhmaṇas would never take part in administration. They would give advice according to śāstra.</p>

Paricaryātmakaṁ kāryaṁ śūdra-karma svabhāva-jam ([[Vanisource:BG 18.44|BG 18.44]]). To serve others. A brāhmaṇa will not serve anyone else. A kṣatriya will not serve anyone else. A vaiśya will not serve anyone else. Only the śūdras. So at the present moment we are giving śūdra education. Everyone is taking one application: "Give me some service." "No vacancy, sir." Therefore it is said, kalau śūdra-sambhavaḥ. In the Kali-yuga everyone is śūdra. And how you can have good government by the śūdras? Kṣatriya required. Just like Mahārāja Parīkṣit. He was touring. As soon as he saw one man is killing cow, "Who are you, rascal, killing cow in my kingdom?" Kṣatriya. Give protection. Even to the cows. Prajā means one who has taken birth in that land. Why he should not be given protection? But because they are śūdras, they do not know what is the kṣatriya's duty, what is the government's duty. This is the position.</p>

That is śūdra. Nowadays the education is that nobody can live independently. Higher education means if he does not get a suitable service, then it is useless. Nobody. The education means nobody can live independently. So one takes titles in education degrees, "agriculturist." But he does not go to the field actually to act as agriculturist, kṛṣāṇa, no. He is finding some job in some school, college, how to teach agriculture. Nobody goes to the land practical, how to plow the land, how to produce foodgrains. Simply theoretical knowledge. "I am teaching you; you are teaching," that's all. This is going on. No independence.</p>
<p>So why this has happened? Because here it is said, kiṁ kṣatra-bandhūn. Kṣatriya, the administrator class, the government. So in Kali-yuga they will take charge of the administration or government, but they are not real kṣatriya. They are less than śūdra. So how the government will be nice? Therefore it is lamentable, that those who are not kṣatriyas, they are taking the position of government officers.</p>

They are thinking... Government means they should be always thinking how the citizens should be peaceful and happy and spiritually advanced. That is government. And who is caring for the citizens? They are simply exacting tax. That's all. So actually, in the Kali-yuga, because there is no kṣatriya, where is the government? Śūdra government is no government. A kṣatriya cannot tolerate that a man is being tortured before him. No, he'll take immediately. Why man? Even animal. Even animal. Just like Parīkṣit Mahārāja. He saw that one cow was being attempted to be killed. Immediately he took his sword. And in the modern civilization, even in a city like New York, if a man is killed before one man, nobody will take care. Nobody will take care. Is it not? "Let him be killed. I am going in my own way." So this is not civilization. There is no brāhmaṇa. There is no kṣatriya. There is no vaiśya. Simply all śūdras. Kalau śūdra-sambhavaḥ. So you cannot be happy under the government of the śūdras. That is not possible. Must be tejaḥ. Government must be very, very powerful. Even, say, not more than hundred years ago, the Kashmir king was so powerful that there was no stealing in the state, on the whole state. There was no stealing. There was no thief. That is government. In the, at night I have to become concerned that thief may come, a burglar may come, so... That is not the government. One should lie down very freely: "The government is there." That is called tejaḥ, kṣatriya.</p>

They would give the king advice. The Vedic society is divided into four classes of men. It is confirmed in the Bhagavad-gītā, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ ([[Vanisource:BG 4.13|BG 4.13]]). According to quality and work, there are four divisions of men: The brāhmaṇa, the intelligent class of men; the kṣatriyas, the administrative class of men, the martial class of men; and the vaiśyas, the productive class of men; and the śūdras, the worker class of men. That is still existing in a different name, but the difficulty is, the classification is not made according to quality and work. That was the actual position of classification. Nowadays, a śūdra is on the government. A person who is a nonsense number one, he has no knowledge, he is on the head of the government. The things have been topsy-turvied.</p>
