As soon as there was enemy attack in the Dvārakā city, immediately the kings, royal family, Kṛṣṇa&amp;#039;s family, Pradyumna, His son, and others, immediately go out of the city and combat with the enemies. This was the system. People were very carefree. No care, no anxiety. That is the duty of the government. And how to keep the citizens carefree? That you require authorized instruction. That instruction is Bhagavad-gītā.&amp;lt;/p&amp;gt;&lt;br /&gt;

So what is the responsibility of the king? The responsibility that all the citizens, all the inhabitants of the state, they should live very comfortably and develop Kṛṣṇa consciousness. This is the responsibility of the king. He has to see that everyone is free from anxiety, everyone is feeling secure, everyone has no disease, no mental anxiety, and in peaceful condition they are executing bhāgavata-dharma. That is real dharma, bhāgavata-dharma.&amp;lt;/p&amp;gt;&lt;br /&gt;
