Incarnations like Lord Rāmacandra, Lord Kṛṣṇa, and Śrī Caitanya Mahāprabhu appear especially to deliver the fallen souls, distributing the weapon of saṅkīrtana. For instance, Lord Vāmanadeva specifically appeared to save the great devotee Bali Mahārāja.
Furthermore, the Lord's internal guidance is reserved especially for the surrendered soul. While the Supersoul is present in the heart of every living entity, He is especially active in the heart of the devotee, providing the specific intelligence required to navigate material adversity and avoid illusion.
