A common philosophical dilemma is why a loving God allows suffering, degradation, and the existence of lower species of life. Śrīla Prabhupāda provides the ultimate Vedic conclusion: the Supreme Lord is completely impartial. He simply acts as the supreme sanctioner, providing the exact facilities that the conditioned souls desire. Because the living entity is a minute part and parcel of God, they possess a minute quantity of independence. When they choose to misuse that independence to lord it over material nature, Kṛṣṇa does not force them to surrender. Instead, as the Supersoul sitting within the heart, He notes their desires and provides the specific material body (yantra, or machine) and environmental facilities necessary to act them out.

Śrīla Prabhupāda frequently uses striking examples to illustrate this point. If a living entity strongly desires to eat raw meat and drink blood, the Lord will give them the facilities of a tiger—sharp teeth, claws, and the appropriate psychology. If one desires to eat without discrimination, they are given the facilities of a swine. In these cases, God gives facilities, but He is never responsible for the karmic reactions the soul incurs while using them. Conversely, the human form of life is a special facility meant specifically for self-realization. Śrīla Prabhupāda emphasizes that if a human being uses their minute independence to sincerely desire devotional service, the Lord immediately changes the nature of the facilities provided. Instead of providing material bodies for sense gratification, Kṛṣṇa provides pure devotees, transcendental knowledge, and the arca-vigraha (Deity form) to facilitate the soul's rapid return to the spiritual world.

  • The Supreme Sanctioner: No desire can be fulfilled without the sanction of the Lord. He provides the material energy (māyā) and the physical bodies required for the soul to attempt to enjoy independently.
  • Tailor-Made Bodies: The variety of species—from demigods to tigers to swine—is not an accident. God gives facilities precisely matching the specific lustful propensities and desires of the conditioned soul.
  • The Impartiality of the Lord: God provides the facility, but He is not responsible for how the living entity uses it. The soul alone is responsible for their past, present, and future karmic actions.
  • Spiritual Facilities: When a soul sincerely desires Kṛṣṇa, the Lord immediately provides spiritual facilities—such as association with devotees and the Deity form—to help them advance in bhakti-yoga.
