Śrīla Prabhupāda explains that the Lord is not bound by any material laws; by His inconceivable potencies, He creates the cosmic manifestation and sustains immense planets in the air or water simply by His sweet will. Whenever He likes, He can expand into unlimited forms or appear in the material world to enjoy transcendental pastimes.
