Prabhupāda: Rāma is also God, another name of God. Rāma means the "who enjoys." Kṛṣṇa means "who attracts." So God is the supreme enjoyer, therefore He is called Rāma. And God is the supreme attractor. He attracts everyone, therefore He is called Kṛṣṇa. So the names are on the quality of God.
