The Supreme Personality of Godhead is celebrated as all-merciful because His compassion extends to every living entity without exception. According to Śrīla Prabhupāda, Kṛṣṇa is always mindful of our difficulties in the mundane world and is actually more eager to get us to return home, back to Godhead, than we are to go. To reclaim the fallen souls and eradicate their false sense of enjoyment, He personally descends. Any perceived partiality in the distribution of His mercy is simply relative to the capacity and desire of the recipient, not a flaw or limitation in the Lord's supreme grace.
This universal mercy extends even to those who vigorously oppose Him. Although it may sometimes appear in texts like the Bhagavad-gītā that God is not merciful to the demoniac, the Vedānta-sūtra definitively states that the Lord has absolutely no hatred for anyone. Great personalities like Bāli Mahārāja appreciated that the Lord liberally distributes His mercy even to the demons. Furthermore, the Lord accommodates atheists and gross materialists by providing the concept of the virāṭ-rūpa (the universal form), allowing them to gradually qualify to see His transcendental personal form in the future.
For those on the path of devotion, the all-merciful Lord acts as a perfect, loving guide. If a neophyte devotee deviates and attempts to simultaneously enjoy sense gratification and discharge devotional service, the Lord very tactfully corrects them by exposing the real, frustrating nature of the material world. He accommodates the deep desires of exalted devotees as well, just as He did for Bhīṣmadeva by coming before his deathbed and tolerating his sharpened arrows on the battlefield. When the great sages in Janaloka, Tapoloka, and Satyaloka hear the all-auspicious sound of the Lord, they immediately chant in profound appreciation of His mercy.
As the Supersoul situated in everyone's heart, the all-merciful Lord respects the minute free will of the living entities. He awakens the individual soul to act according to their past desires. If a soul misuses their independence, the Lord first tries to protect them from the trap of nescience. However, if they stubbornly persist in gliding down to hell, He mercifully helps them forget their real position, while still providing future opportunities—such as taking birth in the families of pious brāhmaṇas—so they can eventually progress toward ultimate salvation.
