The concept of perfection in the material world is inherently flawed, but the Supreme Personality of Godhead is absolutely flawless. According to Śrīla Prabhupāda, true perfection means there is no mistake, no illusion, no cheating, and no imperfection. When the Vedic literatures state bhagavān uvāca, it signifies that the words are spoken by the all-perfect Supreme Person. The Lord is pūrṇam, completely perfect in Himself, which means there is absolutely no possibility of Him being subjected to the laws of material nature. As the supreme controller, He is entirely free to do whatever He likes, and because He is all-perfect, there is never any mistake in His actions or reactions.
The śruti-mantras confirm this all-perfect nature, describing how the Lord effortlessly created all living beings simply by throwing His glance over material nature. The words puruṣaṁ viśvato-mukham describe Him as the all-perfect Supreme Personality of Godhead, who exists with full awareness of how to perfectly manage the cosmic manifestation. Everything other than Him, including His plenary viṣṇu-tattvas and His tiny parts and parcels, are maintained perfectly by His supreme potencies.
This ultimate perfection is beautifully captured in the Śrīmad-Bhāgavatam. Śrīla Vyāsadeva, the compiler of the Vedas, saw the all-perfect Personality of Godhead, Śrī Kṛṣṇa, along with His parts and parcels in His transcendental vision. Because the Śrīmad-Bhāgavatam is the literary incarnation of God compiled by the all-perfect Śrīla Vyāsadeva, it is described as all-successful, all-blissful, and all-perfect. By consulting this flawless literature, the conditioned souls receive infallible knowledge.
Furthermore, the all-perfect Lord actively guides His devotees back to the spiritual world. Situated as the Supersoul in everyone's heart, He kindly gives perfect instructions to His devotees so they may progress without any chance of being misled. As Lord Śiva prays, because the Supreme Lord is all-perfect, anyone who sincerely worships Him also becomes perfect by His causeless mercy.
