Śrīla Prabhupāda elucidates that the Supreme Lord, in His feature as the Paramatma (Supersoul), resides within the hearts of all living entities. He acts as the impartial witness to the activities of the individual soul (jiva), who is attempting to enjoy the material world. Krsna does not interfere with the minute independence of the living entity but sanctions their actions based on their desires and past karma. This relationship is often described through the Vedic analogy of two birds sitting in the same tree: one is eating the fruits of material happiness and distress, while the other—the Lord—simply observes. Understanding Krsna as the supreme witness encourages the practitioner to act with sincerity, knowing that no action is hidden from the Lord.
