To manage the immense affairs of the material universes, the Supreme Personality of Godhead manifests specific qualitative incarnations known as guṇa-avatāras. Śrīla Prabhupāda explains that Lord Viṣṇu maintains the universe (mode of goodness), Lord Śiva annihilates it (mode of ignorance), and Lord Brahmā creates it (mode of passion). While Lord Viṣṇu is the Supreme Personality of Godhead Himself, the post of Lord Brahmā is fundamentally different.

Śrīla Prabhupāda repeatedly emphasizes that "Brahmā" is a cosmic administrative post meant for a very highly elevated, spiritually advanced living entity (jīva). However, a profound theological nuance is revealed in this category: what happens when no ordinary soul is qualified to engineer the universe? Śrīla Prabhupāda teaches that in such rare millenniums (kalpas), the Supreme Lord Viṣṇu personally expands Himself to occupy the post of Lord Brahmā. In this way, God acts as Lord Brahmā. Because of the immense responsibility and divine empowerment associated with this role, Lord Brahmā is sometimes honored with the title "Bhagavān," although advanced Vaiṣṇavas always understand that the original source of all these incarnations is Garbhodakaśāyī Viṣṇu, who remains transcendental and apart from the material modes.
